省政府分别会同省发展改革委、省统计局、省环保局会同省有关部门，同意《四川省单位GDP能耗指标统计办法》 》、《四川省单位GDP能耗监测办法》、《四川省四川省节能目标责任考核评价办法》、《四川省主要污染物总量削减统计办法》、《四川省排放总量监测办法》现印发《主要污染物减排工作》、《四川省主要污染物减排总量考核办法》（以下简称“六项措施”），请认真贯彻执行。

一、高度重视并深刻理解建立节能减排统计、监测和考核体系的重要性和紧迫性。做好节能减排工作，是坚持科学发展、促进社会和谐的重大举措，是建设资源节约型、环境友好型社会的必然要求。到 2010 年，单位 GDP 能耗下降 20%工业能耗监测管理系统，化学需氧量总量和二氧化硫排放总量分别下降 5% 和 11.9%。全省“十一五”规划纲要。指数。建立科学、完整、统一的节能减排统计、监测和考核体系（以下简称“三体系”），将节能减排和污染减排完成情况纳入经济社会发展综合评价体系在各地，作为政府领导干部，对企业负责人进行全面考核和绩效考核的重要内容，落实严格的责任追究制度，是强化政府和企业责任、确保责任的重要基础和制度保障。实现“十一五”节能减排目标。

当前，我省处于工业化、城镇化加速发展时期，能源资源消耗强度高，主要污染物排放严重，节能减排形势严峻。尤其是节能减排统计和监测的基础比较薄弱。责任落实不到位，加大了工作难度。各级各部门要充分认识建立“三个体系”的重要性和紧迫性，增强责任感和使命感，把它作为贯彻落实科学发展观、转变经济发展方式、促进经济又好又快发展。全面扎实推进“三个体系”建设是一项基础性工作。

二、抓紧落实，切实做好节能减排统计、监测和考核工作

建立完整统一的能源统计和主要污染物总量统计体系。综合运用综合调查、抽样调查、重点调查等多种调查方式，明确各项能源和污染物指标的核算方法，按规定做好各项指标的统计工作，按时报送数据。

建立科学有效的能耗指标和污染物排放监测体系。加强对各项指标数据质量的动态监测，不断完善主要监测指标的核算机制，加强统计执法检查检查，加强能源计量监督检查，确保各项数据真实准确。

建立严格的节能减排目标责任考核考核制度。严格考核各级政府和重点企业能源消耗和主要污染物减排目标完成情况、“三项制度”建设和节能减排措施落实情况，实行“一票制”否决权”制度。严厉查处节能减排考核工作中的舞弊行为。严禁随意修改统计数据，杜绝虚报、隐瞒，确保评估工作的客观、公正、严肃。严格执行节能减排考核工作纪律，纳入考核范围的节能减排指标未经有关部门批准不得公布和使用。

三、加强领导，密切配合，形成全社会参与节能减排的合力

各级各部门要把“三个制度”建设列入重要议程，严格按照“六项措施”要求，明确任务、落实责任、周密部署、科学组织、形成合力、尽快建立和发挥。 “三系”的作用。

各级政府要统筹负责本地区“三项制度”建设，坚持政府主要领导各司其职、分工协作、层层落实，加强基础能力建设，确保资金和人员到位，落实各项措施，加强对本地区节能减排目标责任的考核、考核、监督检查。

四川省单位GDP能耗统计方法

省统计局、省发改委、省经委

一、一般原则和工作要求

(一）总则。根据各级能源消费总量核算方法，从能源供应统计和消费统计两个方面建立健全能源统计调查体系。能源消费特点，以及建立健全综合调查、抽样调查、重点调查等多种调查方式相结合的能源统计调查体系。

(二）工作要求。逐步建立健全四川省能源统计制度，各地区要认真落实能源统计制度，做好能源统计核算和节能减排工作，政府部门、协会、各级能源产品生产经营企业也要认真贯彻落实有关能源统计制度，做好各项能源指标的统计工作，各有关部门要加强能源统计业务建设，充分利用现代信息技术，加快建立安全、灵活、高效的能源数据采集和传输。集能源利用、处理、存储、使用等为一体的能源统计信息系统。社会各能源消费单位要从仪器配置的基础工作做起，商检，原件记录和统计台账，全面加强能源利用计量、记录和统计。 ，依法履行统计义务，如实提供统计资料。

二、建立和改进能源生产统计数据

(一）进一步完善现有规模以上工业企业能源产品产量统计体系，增加能源核算所需的中小型能源产品统计目录。

(二）建立规模以下工业企业煤炭、电力等产品生产统计制度。

调查内容：煤炭生产、销售、库存、发电。

调查范围：规模以下煤炭生产企业和电力企业（年销售收入500万元以下）。煤炭产品产量调查范围按照经安监部门批准的已颁发煤炭生产许可证的规模以下煤炭生产企业名单确定。

三、建立和完善能量循环统计

建立和完善能源流通统计，重点关注区域间能源流入流出统计。

(一）煤炭。将当前重点煤矿之间煤炭进出流量的统计范围扩大到所有煤炭生产经营企业。

调查范围：所有煤炭生产经营企业。

(二）原油。地区间原油流入流出量可根据现有海关统计和工业企业能源统计报告中的相关指标计算，具体方法为：

原油产地：原油净流出（正数）或净流入（负数）=原油产量+进口量-出口量-工业企业原油采购量

非原油来源：原油净流出（正数）或净流入（负数）=进口量-工业企业原油采购量

原油产量取自工业企业月度生产统计报表，工业企业原油采购量取自工业企业季度能耗统计报表，进出口数据量取自海关进出口统计数据。

(三）成品油。通过建立“批发和零售企业能源商品购销库存”统计体系获得区域间成品油的流入和流出。

1.在省经贸委批准的从事成品油批发业务的企业范围内，建立成品油进销存统计制度。

调查内容：成品油外购量、外购量、销量、省外销售、批发零售企业、库存情况。

调查范围：经省经贸委批准的经营成品油批发业务的所有企业。

调查频率：季报，2007年年报正式执行。

调查方式：统计局组织全面调查。

2.建立省经贸委批准的成品油零售企业范围内的成品油销售和库存统计调查制度。

调查内容：成品油销量及库存情况。

调查范围：省经贸委批准的成品油零售企业。

调查频率：季报，2007年年报正式执行。

调查方式：统计局组织全面调查。

(四）天然气。区域间天然气进出流由四川省公司天然气管理机构提供。

(五）电力。跨省输配电数，由提供。

(六）其他能源种类。洗煤、焦炭、其他焦化产品、液化石油气、炼油厂干气、其他石油产品、液化天然气等产品区域间流入流出调查，同用作为原油的核算方法是利用海关进出口数据和工业企业能耗统计报告中的相关指标计算得出，具体核算方法如下：

其他能源品种当地净流出（正数）或净流入（负数）=当地产量+进口量-出口量-工业企业采购量

四、建立和完善能耗统计

通过建立和完善能源消费统计，反映能源消费结构，为市（州）县（市、区）能源核算提供基础数据支撑，用能源补充能源供应统计中无法获取的数据消费统计。近期，我们将重点加强各级能耗数据核算基础，建立区域能耗核算体系和评价体系。

(一）完善现有规模以上工业企业能源采购、消耗、库存、加工转化统计调查制度，增加可再生能源、低热值燃料、工业废弃物等调查目录.，并增加废热和废能的回收利用统计指标。

(二）建立规模以下工业企业和个别行业能耗统计制度。工业企业和规模以下个别行业的能源消耗量是工业能源消耗总量的一部分。能源消耗量其能耗高，对指导淘汰落后产能、体现节能减排成果具有重要意义。

调查内容：煤炭、焦炭、天然气、汽油、柴油、燃料油、电力等消费情况

调查范围：工业企业和规模以下个别行业。

调查频率：季报，2007年年报正式执行。

调查方式：统计局组织调查统计。

(三）建立农、林、牧、渔业生产单位能耗调查制度。

调查内容：煤炭、汽油、柴油、燃料油、电力等消费情况

调查范围：从事农林牧渔业生产经营活动的法人。

调查频次：年报，2007年年报正式执行。

调查方式：统计局组织重点调查。

(四）完善建筑业能源消耗统计。建筑业能源消耗计划通过普查年度综合调查和非普查相关数据推算得出年获取建筑业能耗数据。

(五）建立健全第三产业能耗统计调查制度。第三产业涉及面广、单位多。要根据能耗特点采取不同的调查方法对不同行业、不同业态的企业进行统计调查。能耗大的餐饮业按规模建立了综合调查或重点调查统计制度；交通运输业根据不同的能源消耗模式建立了相应的调查制度。在第三产业中其他行业的能源消耗中，电力占90%左右通过完善社会用电量统计，可以提供能源消耗核算所需的数据。

1.餐饮业。餐饮业单位数量多、分布广、能源消耗品种多、调查难度大。分为限额以上和限额以下两部分进行调查。对规模以上餐饮企业（从业人员40人以上，年营业额200万元以上）开展全面调查，建立煤炭、燃气、天然气、液化石油气消耗量统计调查制度，并应建立电力。对规模以下餐饮企业开展重点调查，获取样本企业的单位营业额和能耗数据，根据规模以下餐饮业营业额数据计算其总能耗。

调查内容：煤炭、煤气、天然气、液化石油气、电力的消耗量。

调查范围：规模以上、规模以下企业。

调查频率：季报，2007年年报正式执行。

调查方式：统计局组织对规模以上、规模以下企业进行综合调查和重点调查。

2.交通。建立不同交通方式的能源消耗统计调查制度。

(1）铁路、航空、管道运输。

调查内容：煤、煤气、汽油、煤油、柴油、燃料油、天然气、液化石油气、用电量等。

调查范围：铁路、航空、管道运输企业。

调查频率：季报，2007年年报正式执行。

调查方式：成都铁路局、四川地方铁路局、民航西南局、四川省公司管运处组织全面调查。

(2）公路、水运和港口。

道路运输调查范围为各市（州）内客车、货车的商业道路运输。以下三类车辆被排除在外：

一、本单位使用的公交车（电动）车、出租车、摆渡车、小巴、卡车或其他交通工具用于城市高速公路上的客运。

二是在港口、车站、城市进行各种运输方式进行装卸。

第三，拖拉机和农用运输车辆从事商业运输。

水路运输和港口调查的范围包括一些从事水路客货运输活动的重点企业法人。

交通运输企业管理分散，不同类型的交通运输企业需要采用不同的调查方法。在从事商业公路、水路运输的重点企业和港口，建立规范的能耗统计调查制度，工作规范后逐步扩大调查范围至所有专业运输企业。根据单车（船）年平均油耗或单位客货周转油耗，以及经交通管理部门登记的车（船）辆，计算年油耗总量。

调查内容：汽油、柴油消耗等

调查频次：年报，2007年年报正式执行。

调查方式：统计局组织重点公路运输企业典型调查，水路运输、港口重点调查。

(六）建立和完善家庭能源消耗统计系统。

1.城市居民以能源为生。

调查内容：煤炭、汽油、柴油、城市燃气、天然气、液化石油气、电力消耗量。

调查范围：同现有城镇住户调查范围。

调查频率：季报，2007年年报正式执行。

调查方式：统计局组织调查统计。

2.农村居民以能源为生。

调查内容：煤炭、汽油、柴油、天然气、液化石油气、用电量等。

(七）建立健全主要建筑能耗统计系统。对于大型建筑如饭店、宾馆、商业楼、写字楼、办公室、学校、医院等，省建设厅省统计局将研究建立相应的统计制度。

(八）建立健全能源利用效率统计体系。能源利用效率统计主要指单位产品能耗和单位业务量能耗。年万吨标准煤 范围内建立了25个重点耗能产品和108个单位产品能耗统计调查制度，在此基础上逐步扩大统计范围，从工业企业年规模以上工业企业年耗能1万吨标准煤以上，逐步增加耗能产品统计品种。

(九）完善新能源和可再生能源统计体系。新能源和可再生能源主要指核能、生物质能、水电、风能、太阳能、地热能等。目前，除核电、水电外，还有标准化的统计体系，其他能源的利用率因缺乏统一的统计计量标准而相对较少，统计体系尚不完善。制定统计标准，积极探索研究建立相关统计指标和统计调查制度，尽快将新能源和可再生能源利用纳入正常能源统计调查制度。

有关能源统计制度、调查表、核算方案等，由统计部门另行下发。

四川省单位GDP能耗监测办法

省统计局、省发改委、省经委

一、一般原则和工作要求

(一）总体原则。在建立健全能耗统计指标体系的基础上，全面监测各项能耗指标数据质量，评价各地和重点企业能耗数据质量，客观、公正、科学地评价节能降耗进展，全面、真实地反映省、地区和重点耗能企业的节能降耗进展和成果。

(二）工作要求。在加强各项能耗指标统计的同时，监控能耗指标的数据质量，确保各项能耗指标的真实性和准确性。关于经济指标之间的关系，科学建立监测指标体系，制定科学统一的能源消耗指标和GDP核算方案，从核算依据、核算方法、工作机制等方面严格规范单位GDP能耗等监控指标的核算。 ，不断完善主要监测指标核算的体制机制。各地要结合实际，制定严格的数据质量考核办法，切实保障数据质量。按照国务院要求，严格规定能源节约和消费减少指数器及其数据质量应由上级统计。部门确定并实施监测。国家和省确定的重点耗能企业主要由省统计局和省经委监测，地方各级人民政府也要对本地区的重点耗能企业进行监测。此后，建立系统的一、科学的季、年能源消费总量和单位GDP能耗核算体系，制定反映地方工作特点的能源消费数据质量评价办法。

二、监控节能降耗进度

(一）监测全省及各地区节能降耗进度。

重点耗能企业是年消耗1万吨标准煤以上的企业。

监测指标：单位产品能耗、能源加工转化效率、节能降耗投入等。

(四）资源回收状态监控。

监控指标：资源回收的指标。
